Not only is Arizona one of the Top 10 US states to move to in more than one list, two of its cities ranked high in move.org's top US cities with the lowest cost of living.

move.org's ranked the 75 most populous US cities by comparing utility costs, gas prices, internet rates and other factors. With average monthly living costs under $1,500, Tucson ranked fourth-lowest cost of living, making it a solid choice for people looking to move into a cost-effective desert location.

On the other hand, Mesa placed eighth-lowest cost of living. Mesa's cost of living is a little over $1,500 but it's less than the Phoenix's $2,000. Not only is it more affordable than the latter, Mesa residents also get to enjoy the great job prospects offered in Phoenix with just 20–30 minutes travel time in good traffic.
